Our History
The Information Technology Management Association (ITMA) was born in March 28, 1998.

1998
How It Started
The Information Technology Management Association (ITMA) was born in March 28, 1998 when the Data Processing Management Association of Singapore (DPMA) renamed itself and invited the Singapore Information Management Chapter of the Singapore Computer Society (SIM) to join them in a merger of sorts between two like-minded associations.
The ITMA thus becomes the sole authority to represent the IT managers in Singapore. It has inherited an impressive history created by the combination of two organisations.
Present
Be An Inspiration
ITMA will better serve the inspiration of IT managers who are largely recognized to have different needs from that of IT professionals.
Membership
Membership now stands at more than 600, with members comprising prominent IT managers from various sectors uniting to form a strong voice in the industry, especially for the IT user organisations.
ITMA Membership
A wide array of activities and social events are organized throughout the year for members to gain new knowledge and build network. These events include IT conferences, professional talks, social talks, salary surveys, and other national IT events.
The members of the ITMA will continue to show their care for the community at large and will make direct contributions to the well being of the society. In the past, the ITMA organised charity dinners for raising funds for the less fortunate in our society.
The Association has been giving annual awards to top tertiary students as a means to cultivate the students’ desire to strive for excellence, an important attribute for a leader. ITMA is playing its part to support the government efforts to establish Singapore as a software hub to compete in the international super league by providing a forum to band to IT management together in working out proposals on how IT can be leveraged for the nation’s competitive advantage.

Ivan Ng
About Ivan Ng
Ivan is the Chief Technology Officer of City Developments, a global real estate leader operating across 29 countries. He leads Group Technology, Digital Innovations and Technology Risk Governance.
With over 25 years of leading regional businesses and technology teams, Ivan brings unique insights into using innovative technologies to create business value. He was the Managing Director for ServiceNow in Asia, where he established their Greater China and Southeast Asia businesses, and Group Chief Technology Officer for Pactera, a Nasdaq-listed IT services company. He founded his first company in his twenties and remains passionate on building great teams to solve real-world issues.
Currently President of the Singapore IT Management Association, Ivan serves on the boards of technology companies, and is a board advisor to the National University of Singapore , Temasek Polytechnic and Singapore Gardens by the Bay. A certified CISO and board director, he was conferred the Outstanding Alumni Award by the National University of Singapore and is consistently ranked amongst the top 10 technology leaders in ASEAN and Hong Kong by IDG since 2019. Currently based in Singapore, Ivan spent over 12 years residing and working in China, Japan, Indonesia, and Thailand.

See Yoong Hwee
About See Yoong Hwee
Yoong Hwee joined PowerSeraya in September 2009 as Head (IT Solutions and Services) of the Process & Innovation (P&I) Group.
He was subsequently appointed Vice-President of the Group in July 2011. He has more than 21 years of experience in IT and management, of which 17 years were spent in management consultancy and projects spanning across different industries such as manufacturing, airline, air and sea transportation, logistics and utilities. He graduated from Nanyang Technological University with an Honours Degree in Bachelor of
Engineering (Mechanical and Production).
Currently, Yoong Hwee oversees the strategic direction and implementation of information technology in the business. In his position, he is responsible for developing key system functions and competencies to help achieve optimum efficiency and effectiveness in supporting the company’s business plans, shape it’s IT portfolio roadmap and strengthened governance.
In addition to his business role, Yoong Hwee is also involved in giving back to the industry as a member of the SiTF (Singapore infocomm Technology Federation) Think Tank since 2013 which allows him to provide insights to help shape the ICT industry. He was also a judge for the 2014 and 2015 SiTF awards. He joined ITMA since 2013.

Chong Nai Min
About Chong Nai Min
Mr Chong is the Vice President of the Information Technology Group at Singapore LNG Corporation Pte Ltd (SLNG). He is responsible for all information technology related functions including information systems, business processes, and cybersecurity across the Information (IT) and Operational Technology (OT) networks. Beyond IT, he is also responsible for Digital Transformation and Business Continuity
Management across the organisation.
Prior to joining SLNG in May 2014, Mr Chong previously spent 12 years at Accenture supporting multiple clients in the delivery of ERP implementation projects in the Telecommunication and Public Service industries, and 4 years at Unity Healthcare as IT Director leading technology-driven transformation.
Mr Chong graduated from the National University of Singapore with a Bachelor’s Degree (Honours) in Mechanical Engineering. He volunteers as Board Director at Brahm Centre, a Voluntary Welfare Organisation (VWO) and registered charity with Institution of Public Character (IPC) status.

Mark Tham
About Mark Tham
Mark Tham is the country managing director for Accenture in Singapore, with over 20 years of consulting experience. Prior to that, he led Health & Public Service in Southeast Asia and manages the key client relationships as the Client Group Lead.
His passion lies in assisting his clients to meet the needs of citizens, businesses and public servants by harnessing the power of transformative technologies and becoming a truly data-driven organisation that analyses, shares and acts on data insights to make a lasting difference in people’s lives and drives business growth.
In his career with Accenture, Mark has worked with clients in Australia, Brunei, Singapore and Vietnam. His recent work efforts include:
- Singapore Government Corporate Systems covering HR, Finance and Payroll to move to cloud
- National Digital Identity to provide citizens a single digital identity to transact with both the public and private sectors
- National Electronic Health Record, GP Connect, National Care and Case Management Programmes
- Singapore Civil Service HR transformation Programme
- The ACE program – an initiative by Ministry of Finance to integrate systems and operating environments at 21 statutory boards for human resource, payroll, finance and procurement functions into a common shared system
- MINDEF for a project to develop a HR Transformation Blueprint for its Armed Forces
- Brunei Prime Minister’s Office for Government Wide Information System/Information Technology Planning Strategy Project
- Vietnam Ministry of Finance and Australia Queensland Government for government-wide Financial and HR business development work
Outside of Accenture, Mark serves as the Honorary Secretary of the ITMA Executive Council in Singapore. He is the Vice President of the Imperial College Alumni Association of Singapore, and he also sits on the Board of Directors of a few charities.
Mark graduated from the Imperial College London with a degree in Materials Science and Engineering with top honours. He is currently based in Singapore.

Wong Hwee Lim
About Wong Hwee Lim
Hwee Lim is Head of CapitaLand Digital International responsible for planning and executing the Digital Strategy, managing the global business stakeholders’ technology requirements, implementing digital solutions to drive business outcomes. Hwee Lim was Head of Group Business Solution and Systems and Head, Corporate Development before taking up the Digital role.
Prior to joining CapitaLand, Hwee Lim was Managing Director of Accenture Singapore, Communications, Media and Technology (CMT) Industry. In this role, he was instrumental in driving business development and project delivery activities across Accenture’s Singapore CMT business. In addition, Hwee Lim was Director for Accenture Digital Acceleration Centre and the mandate was to harvest Accenture global digital
solutions and implement them across ASEAN clients. Hwee Lim started his career with Accenture in 2000 and became a managing director in 2013.
He holds a degree in civil engineering from National University of Singapore and is based in Singapore.

Dr Toh See Kiat
About Dr Toh See Kiat
Dr Toh See Kiat is concurrently an Associate Professor at the Nanyang Technological University and Chairman of Goodwins Law Corporation. He has a Bachelor of Laws (NUS), Master of Laws (Harvard) and a PhD in Law (London).
He is an Advocate and Solicitor of the Supreme Court of Singapore, a Solicitor of England and Wales, Associate of the Chartered Institute of Arbitrators, Fellow of the Institute of Advanced Legal Studies and Fellow of the Singapore Institute of Directors. Besides being an accredited mediator of the Singapore Mediation Centre, Dr Toh practices and conducts seminars on information technology, intellectual property, commercial and corporate law.

Alvin Tan
About Alvin Tan
Alvin is the Cluster Director (National Development, Transport, Communications & Information) for the Government Technology Agency (GovTech). He is also the Ministry Family CIO for the Ministry of Communications & Information.
Prior to joining Gov Tech, Alvin was the CIO for Ascendas-Singbridge Group, a global real estate MNC. He has also held senior IT leadership positions driving complex business transformation with other global MNCs (RGE, Averis) and professional services organisations (Accenture, EY, IBM, NCS). Alvin has worked in the Financial Services, Resources, Manufacturing, Shared Services, Real Estate and the Government sectors over the past 30 plus years.
Alvin is a past President of ITMA and sits on Ngee Ann Polytechnic’s ICT Advisory Committee. He holds 2 Electronic Payment Method patents and graduated from the National University of Singapore (BSc, Computer Science) and University of Hull (MBA, Finance & Investments).

Poh Lai Khim
About Poh Lai Khim
Lai Khim is the Chief Digital Officer overseeing the ICT delivery, operation, governance, data and ops tech integration of ACRA.
She leads her teams in ACRA’s digital transformation covering strategies, people, process and data. This includes delivery of strategic systems and platforms such as Unified Data and Analytics Platform, TrustBar System and the new mission critical Business Registry and Regulatory System adopting secure cloud first strategy with events-driven microservices architecture, blockchain, APls, Al and data insights capabilities to enable the integrated compliance and service delivery strategies.
She champions the setup of Data, Digital and Design (D3) Community in ACRA to accelerate adoption of D3 tools and skillsets and drive a culture of innovation throughoutACRA. She drives the shift from project to product development and management.
Prior joining ACRA, she was the Assistant Commissioner of the Taxpayer Services Division/ QSM with the Inland Revenue of Authority of Singapore (IRAS). She led her team to spearhead the formulation of IRAS’ service strategies and implementation to provide taxpayer-centred service experiences, service planning and operations. She champions the use of digital technologies and data in operations. She leads the
Robotic Processing Automation (RPA) movement in IRAS to develop digital workforce capabilities and scale up the use of RPA enterprise wide. IRAS RPA Community of Practice has more than 150 members with 50 business representatives certified as RPA developers.
Prior to joining IRAS, she held multiple IT roles in Singtel as Head of IT for Consumer Singapore and International Group, Regional Head of IT Governance, Planning, Communication and Service Excellence of Group IT.

Lewis Chan
About Lewis Chan
Lewis Chan is the Chief Operations Officer for Ex Sports Pte Ltd, a blockchain startup focused on Sports NFTfan engagements. Lewis is responsible for overall business and technology operations which includes investor relations, blockchain technology and product and game development on the platform’s marketplace.
Prior to Ex Sports, Lewis was the Head of IT and Corporate Support for New Creation Church to lead the organization through an ongoing digital transformation. Championing a human-centred approach when leveraging technology, he works to maintain the delicate balance between good governance and ensuring appropriate investments are made to support and enhance the growing needs of the community the church fosters both globally and locally. Lewis possesses ground up expertise management delivering across the IT value chain.
Having over 17 years experience, Lewis led the build ofthe IT infrastructure of The Star Performing Arts Centre, one of Singapore’s iconic destinations for entertainment and the arts. The state of the art arena was built by the church at a price tag of $500 million dollars and includes a first-ever integrated church booking system for members to book online for seats integrated with what is one of Singapore’s most iconic performance arts arenas.
Lewis maintains a strategic focus on people centred design and capability development with a fluid and nimble innovation team focused on human needs. Anchored by a strong passion for people and focusing on good product experiences, his depth of technical expertise enables him to translate visions into reality quickly. Lewis seives as a Mentor in the NCSS, Sector Transformation Mentoring Programme.

Daphne Koh
About Daphne Koh
Daphne is the CIO of the National Council of Social Seivice (NCSS), and is responsible for the development and operations of digital system and seivices at NCSS. She joined NCB/IDA/Govtech since 1999 and was involved in digitalisation development for Ministry of Social and Family Development, Ministry of Transport, Public Transport Council and Ministry of Foreign Affairs. Prior to joining the public seivices,
Daphne was in trade banking.

Warren Ong
About Warren Ong
Warren presently heads ComfortDelGro’s Group IT as the Chief Technology Officer and is responsible for delivery of the group’s transformation vision, development and operations across enterprise applications and infrastructure services, PMO, governance and enterprise architecture. He also oversees the corporate group’s efforts to build a secure data driven technical and digital environment.
Prior to ComfortDelGro, Warren was a Customer eXperience IT director in Resorts World Sentosa (RWS) where he was the head of CX Data Tech team to drive a portfolio of Customer Experience programs.
Warren portfolio expanded to also lead PMO, enterprise apps projects/ services and digital transformation teams.
Having over 20 years experience, Warren has served in various managerial, strategic planning & corporate governance positions with IRAS, PricewaterhouseCoopers, Avanade and Morgan Stanley. To date he has serviced clients in a range of sectors, including: Hospitality, IT consulting, gaming, government, financial services and aviation.
Warren takes pride in delivering change involving the mix of technology+ people+ process. He believes inspired minds, brilliant ideas and hard work are key ingredients for people to deliver impactful outcomes.

Geraldine Pang
About Geraldine Pang
Geraldine has over 30 years of progressive and dynamic technology experience in the FMCG and Maritime industries. She has held numerous IT leadership positions in global and regional companies driving technology solutions and delivery, innovation and digital transformation and managing diverse team across multiple countries, culture and lingual diversities.
Presently she is working as the Director/ Advisor of iChange Solutions. In her current role, she is on the enabler and catalyst for CIO-as-a Service (CIOaaS}, board advisory and digital transformation for the SMEs community across diverse sectors namely maritime, supply chain, retail, manufacturing.
She was the Exec Dir/IT Advisor for Marine Nexus and Ship Supplies Direct which are the aspiring maritime Start Ups under the MPA Pier71 Innovation Hub.
Prior to joining the public service, Geraldine was the VP, IT for BW Group, a global maritime company and leading the IT Strategy, operations and implementation for 150 ships and global site offices. She spent 11 years and prior to that, she has worked in the FMCG industries like Yeo Hiap Seng, Danone, Petra Foods and Allied Domecq Spirits and Wines for over 20 years.
On top of the business role, Geraldine believes in giving back to the industry by volunteering as a volunteer career advisor (vCA) under Workforce Singapore (WSG). In 2018, she served as committee member for the leadership track under Tech Talent Assembly (TTAB). In Jan 2019, she was on the jury panel for the PortXL Rotterdam Maritime Startup Challenge. She also participated as a judge for the SiTF awards for two consecutive years in 2016 and 2017.
Geraldine joined ITMA since 2014 and has been serving in the CIO Study Trip Planning Committee from 2017 to date.

Nelson Tan
About Nelson Tan
Nelson Tan is the Deputy Chief Business Technology Officer at Singapore Pools, a subsidiary of Tote Board that provides socially responsible gaming across omni-channels comprising of retail, kiosk, mobile, and on line, and contributing about $2 billion annually to the Government in the form of taxes and duties for the funding of good causes.
As a technology change agent, Nelson had championed transformations and projects across various technology platforms and business domains across both B2B and B2C industries, and having over 10 years of senior IT management experience, providing thought leadership and leading IT transformations. He graduated from the National University of Singapore with First Class Honours in Bachelor of Science (Computer and Information Sciences), and Master of Business Administration.

Reggie Tan
About Reggie Tan
Reggie is the Gov Tech Director responsible for the Whole-of-Government Standard Workplace Applications & Infrastructure Services (SAIS), driving standardised and centralised ICT services across -90 Government Agencies. He is also the Gov Tech Cluster Director for the Home Team ministry family cluster.
Throughout his career, Reggie has held various senior leadership roles within different Government Agencies, driving alignment of business & ICT management and helping Government Agencies to exploit technology to deliver transformative digital services to citizens and businesses.
Reggie is grateful for the opportunity to serve along the ITMA Exco team and giving back to the ICT management community.

Tan Seng Siong
About Tan Seng Siong
Tan Seng Siong is the Senior Manager at The Bank Of Nova Scotia, operating as Scotiabank, it is a Canadian multinational banking and financial services company headquartered in Toronto, Ontario, it is the third largest Canadian bank by deposits and market capitalization.
As a Senior Manager for the IT Risk and Issue Management Oversight for APAC, Seng Siong is responsible to provide Cybersecurity Risk Advisory and Regulatory Compliance to ensure the technology is in compliance with the stringent requirements of all the financial regulatory in the APAC region.
With over 20 years of experience managing differentAPAC regional team in multinational company including, Bank of America, The Royal Bank of Scotland, Chevon (Caltex) and General Motors he has a good understanding of the APAC diverse working culture.

Pang Sheu Pean
About Pang Sheu Pean
With over 15 years of experience in leadership roles driving technology and business innovation, I currently serve as a Managing Director at GIC, a prominent global investment firm specializing in diverse asset classes and strategies. As part of the Technology Group, I oversee application development and operations for nine departments. My responsibilities also include shaping and executing the strategic technology roadmap for these departments.
Prior to joining GIC, I was a Managing Director at Accenture, where I played a pivotal role in managing the business of key accounts, and fostered strong relationships with clients and partners in ASEAN.
I have a strong background in IT strategy, digital transformation, project management and solution delivery which enables me to deliver impactful solutions and value to the clients and stakeholder.
Sheu Pean holds a Bachelor of Electrical and Electronic Engineering from National University of Singapore. In his free time, Sheu Pean enjoys cycling and travelling.

Anna Cheong
About Anna Cheong
Anna Cheong is the Senior Vice President of Information Technology in Resorts World Sentosa (RWS). She spent most part of her career in the financial services banking industry and technology firms, where she played various leadership roles in Change the Bank, Run the Bank, Chief of Staff, Market/Deal Maker and Client Service Leadership. Anna’s expertise is global and multi-cultural, having led teams and people across the United States, Asia Pacific and Greater China. She has strong interest in human capital talent development and diversity of workforce. Her special mission now that she is back in Singapore is to groom the next generation of technology leaders in Singapore.
