Our History
The Information Technology Management Association (ITMA) was born in March 28, 1998.

1998
How It Started
The Information Technology Management Association (ITMA) was born in March 28, 1998 when the Data Processing Management Association of Singapore (DPMA) renamed itself and invited the Singapore Information Management Chapter of the Singapore Computer Society (SIM) to join them in a merger of sorts between two like-minded associations.
The ITMA thus becomes the sole authority to represent the IT managers in Singapore. It has inherited an impressive history created by the combination of two organisations.
Present
Be An Inspiration
ITMA will better serve the inspiration of IT managers who are largely recognized to have different needs from that of IT professionals.
Membership
Membership now stands at more than 600, with members comprising prominent IT managers from various sectors uniting to form a strong voice in the industry, especially for the IT user organisations.
ITMA Membership
A wide array of activities and social events are organized throughout the year for members to gain new knowledge and build network. These events include IT conferences, professional talks, social talks, salary surveys, and other national IT events.
The members of the ITMA will continue to show their care for the community at large and will make direct contributions to the well being of the society. In the past, the ITMA organised charity dinners for raising funds for the less fortunate in our society.
The Association has been giving annual awards to top tertiary students as a means to cultivate the students’ desire to strive for excellence, an important attribute for a leader. ITMA is playing its part to support the government efforts to establish Singapore as a software hub to compete in the international super league by providing a forum to band to IT management together in working out proposals on how IT can be leveraged for the nation’s competitive advantage.

About Nelson Tan
Bryant Kok
About Bryant Kok
Bryant is the Regional Head of Information Technology & Communications for Affinity Equity Partners, an Asia dedicated private equity fund. He is responsible for all information technology related functions including information systems, cybersecurity, digital transformation and business continuity management across the organisation.
Prior to Affinity, Bryant spent almost 2 years at Gardens By The Bay (“Gardens”), Singapore as the Senior Director of IT where he was instrumental in developing a digital transformation roadmap for the organization as well as developing their cybersecurity framework and policy. Before joining Gardens, Bryant spent more than 12 years at GIC as a Vice President and Regional Head of IT (Asia Pacific), where he oversaw all technology functions in their Asia Pacific-based offices outside of Singapore. In his earlier days at GIC, Bryant was seconded to GIC’s London office as the Head of IT (Europe).

About Heng Eng Han
Eng Han is a Managing Director in Accenture. He is the Senior Client Account Executive for focal accounts in Defense sector and also leads technology delivery for defence and public safety portfolio across Southeast Asia.
Eng Han has more than 17 years of consulting experience in the Information and Communications Technology (ICT) sector. He has delivered projects for government agencies in digital transformation, technology consulting, platform advisory, business process transformation, application systems integration, business and technology blueprinting and large scale agile delivery. He now leads a diverse team across various projects and domains. He sees much values in bringing clients, project leads and team members together, working through challenges, achieving key milestones and delivering business outcomes as a team.
He is a trusted adviser to his clients in the Defense and Public Safety sector. His passion lies in working with CTOs, CIOs and CDOs in implementing large scale transformation projects across different technology domains from ERP systems, custom build full stack, cloud native solutions, to emerging technologies (IOT, Cloud, mobility, analytics). He has delivered large enterprise projects that have transformed HR, digital services and content management, data insights and visualization platforms, and enterprise case management systems for government agencies . He strongly believes that Humans are at the heart of the work that Accenture does and is key in delivering on the promise of technology and human ingenuity.
Ong Chee Ping
About Ong Chee Ping
Chee Ping is a Senior Director of Information Technology at NCS Pte Ltd. In his current role, he leads enterprise architecture, governance, and data initiatives, while also developing technology strategies and architecting solutions for post-acquisition technology integration.
Before joining NCS, Chee Ping held leadership roles in regional technology advisory for the Communications, Media, and Entertainment industries. Additionally, he co-founded a technology startup serving SMEs in the region.
Outside of his professional commitments, Chee Ping actively engages in community work and holds leadership positions within community and industry organizations. This engagement not only broadens his perspective but also underscores his commitment to making a meaningful impact beyond the business realm.

Joey Chua
Gary Ng
About Gary Ng
Gary serves as the Chief Information Officer and Divisional Director for Digital Technology Transformation at Sentosa Development Corporation (SDC).
Throughout his career, Gary has gained extensive experience across both public and private sectors, having held positions as a consultant and an end user. He began his professional journey as a Software and Multimedia Manager at an SME, subsequently spending 13 years with Accenture Pte Ltd, where he worked with multinational corporations in the resources industry. Following this, he joined GovTech and was deployed to SportSG as CIO, leading the development of Smart Sport Center initiatives. He later became an Associate Partner at Ernst & Young Advisory, spearheading a major agile project for a Singapore government agency, before eventually landing in SDC.
Gary is committed to giving back to society and actively participates in volunteering and mentoring students and youth outside of work. He appreciates the opportunity to serve on the ITMA Executive Council and looks forward to expanding his network within the community.
Damian Leach
About Damian Leach
Damian born in the UK and is now proudly Singaporean, has 25+ years of Development, Engineering, Architecture, Transformation, Consultancy and Operations experience in C-Level global roles.
Damian is a certified senior professional in AI Ethics and Governance and has led Expert Engineering for American Express, cards, travel and banking services. Managed 200+ front to back services for Standard Chartered Bank, Retail, Wealth and Corporate and Institutional Banking. Previously held the position of CTO for Silicon Valley Fortunr and S&P 500 SaaS provider Workday and currently the Global CIO for Seaco based in Singapore.
Having supported the startup scene in Singapore for the last 15 years, Damian has been a judge, mentor and coach for the Slingshot startup festival and continues to advise startups in Singapore and the APAC region for the likes of AWS, NTU and IMDA incubators.
Thought leadership, critical thinking, and human centered design and now the use of ML / AI to solve industry challenges allow him to reflect a lot and share his view of the world. Having amassed over 20k followers on Linked In seen as a positive advocate for change in the Technology space. Often speaking keynotes at industry events, customer roundtables, Damian is not shy to share his perspective with the world be it written, live broadcast or on an event stage.
Damian’s currently focused on the cultural change to Agile, building an innovation mindset and delivering AI and ML to automate, help solve Big Data challenges. Damian has an EMBA from NTU having conducted his thesis on Voice Biometric authentication, he is a lifelong learner and occasionally lectures NBS EMBA overseas students and supports industrial emmersion days. Fu Xiaohua
About Fu Xiaohua
Ms. Fu Xiao Hua is the Group Head of Technology and the Chief Information Security Officer of YTL PowerSeraya Pte Limited, one of the leading power generation companies in Singapore.
Ms. Fu has more than 20 years of experience in the utilities, banking, telecommunications sectors, and as well as energy trading and risk management consultancy, and she has worked for DBS Bank, Allegro, and YTL Group’s subsidiaries, such as Yes under YTL Communications Sdn. Bhd.
Her career in the energy sector has also seen her lead the strategic transformation of the company’s technology, including comprehensive oversight of infrastructure, cybersecurity, application development, and AI/data practice, as well as the Project Management Office and business analysis functions.
Ms. Fu also spearheads the development and execution of cybersecurity strategies customised to the unique demands of Operational Technology environments, particularly those classified as Critical Information Infrastructure.
Ms. Fu is a graduate from the National University of Singapore, with a Bachelor of Computing, Information Systems.

Stanley is a seasoned IT professional with over 20 years of experience in the field. He possesses a strong blend of business acumen and technical expertise, honed through an Masters in Business Administration and a successful career in driving innovation and business transformation. His passion lies in leveraging technology to empower businesses. Throughout his career, he has spearheaded numerous innovative projects. One recent project involving the development of an award-winning Driver Development Tool that has demonstrably transformed businesses through data telematics and analytics. This achievement exemplifies his ability to translate strategic vision into tangible results.
Stanley boasts a comprehensive technical background encompassing both infrastructure and application development spanning across several industries ranging from Financial Professional Services, retail, logistics and F&B. He has successfully deployed various enterprise resource planning (ERP) systems, including Dynamics AX, CRM, and Navision. Furthermore, his commitment to continuous learning is evident through his Salesforce certification and machine learning specialist.
As an IT Business Partner in ComfortDelGro, Stanley excels in leading team environments and fostering a culture of progression. He embodies the spirit of Steve Jobs’ famous quote, “Stay Hungry,” by continuously seeking new challenges and opportunities to learn and grow.
Lena Lee
About Lena Lee
Lena is the GovTech Chief Information Officer (CIO) at the Ministry of Trade and Industry (MTI), with over 25 years of experience from both government and private sectors. In her current role, she provides strategic direction for IT policy-making and leads business and digital transformation initiatives. Prior to joining MTI, Lena held a position at the Health Promotion Board (HPB), where she spearheaded the development of flagship digital mobile applications, including HealthHub and LumiHealth.
She effectively bridges the gap between technological capabilities and business requirements, a responsibility she executes with diligence and passion. Lena strives to be a visionary leader who drives positive and impactful change across the public service.
Sing Khang Leng
About Sing Khang Leng
Khang Leng is the Cluster Director of the Manpower Cluster at GovTech, where he oversees two forward-deployed engineering teams supporting the Ministry of Manpower (MOM) and Workforce Singapore (WSG). These teams, comprising approximately 250 staff, are responsible for delivering, operating, and maintaining critical ICT and Smart Systems across both agencies.
Since his appointment as Chief Information Officer (CIO) at MOM in January 2020, Khang Leng has championed a close partnership between technology and operations. Under his leadership, integrated Op-Tech teams were instrumental in rapidly delivering product-centric digital solutions to support workforce safety and management during the COVID-19 pandemic.
In addition to his CIO role, Khang Leng serves as the Practice Lead for GovTech’s Application Management Functional Cluster. He plays a key role in building competencies and professional development for four core job roles: Agile Project Manager, Digital Business Analyst, Digital Service Manager, and Solution Architect. This initiative is part of GovTech’s broader transformation towards a competency-based HR framework.
Since 2023, Khang Leng has also been collaborating with Smart Nation Group (SNG) to support the strategic shift towards new Product Management roles within the public sector tech workforce.
With over 25 years of experience in the IT and public sectors, Khang Leng began his career with the National Computer Board (NCB) in 1998, continuing through the transition to the Infocomm Development Authority of Singapore (IDA), where he spent nearly 17 years. Prior to joining GovTech in 2017, he held a regional leadership role at Singtel Group IT, spearheading Digital Workplace transformation initiatives across Singapore and Australia.

Caroline Tan is the Head of Technology Applications (APAC) at Sumitomo Mitsui Banking Corporation (SMBC), leading application delivery to support growth and transformation for the bank.
Before joining SMBC, Caroline served as the Govtech Chief Information Officer (CIO) at Ministry of Social and Family Development (MSF) covering government digital services. Prior to that, she was Senior Vice President at UOB leading the development of award-winning robo-advisory platforms and regional technology capabilities.
With over two decades of experience across the banking, government, and technology sectors, Caroline excels in navigating complex business landscapes, fostering innovation, and leveraging technology to drive strategic growth. She is passionate about transforming businesses through digital solutions and empowering teams to achieve impactful outcomes.

Dr Toh See Kiat
About Dr Toh See Kiat
Dr Toh See Kiat is concurrently an Associate Professor at the Nanyang Technological University and Chairman of Goodwins Law Corporation. He has a Bachelor of Laws (NUS), Master of Laws (Harvard) and a PhD in Law (London).
He is an Advocate and Solicitor of the Supreme Court of Singapore, a Solicitor of England and Wales, Associate of the Chartered Institute of Arbitrators, Fellow of the Institute of Advanced Legal Studies and Fellow of the Singapore Institute of Directors. Besides being an accredited mediator of the Singapore Mediation Centre, Dr Toh practices and conducts seminars on information technology, intellectual property, commercial and corporate law.
Poh Lai Khim
About Poh Lai Khim
Lai Khim is the Chief Digital Officer overseeing the ICT delivery, operation, governance, data and ops tech integration of ACRA.
She leads her teams in ACRA’s digital transformation covering strategies, people, process and data. This includes delivery of strategic systems and platforms such as Unified Data and Analytics Platform, TrustBar System and the new mission critical Business Registry and Regulatory System adopting secure cloud first strategy with events-driven microservices architecture, blockchain, APls, Al and data insights capabilities to enable the integrated compliance and service delivery strategies.
She champions the setup of Data, Digital and Design (D3) Community in ACRA to accelerate adoption of D3 tools and skillsets and drive a culture of innovation throughoutACRA. She drives the shift from project to product development and management.
Prior joining ACRA, she was the Assistant Commissioner of the Taxpayer Services Division/ QSM with the Inland Revenue of Authority of Singapore (IRAS). She led her team to spearhead the formulation of IRAS’ service strategies and implementation to provide taxpayer-centred service experiences, service planning and operations. She champions the use of digital technologies and data in operations. She leads the
Robotic Processing Automation (RPA) movement in IRAS to develop digital workforce capabilities and scale up the use of RPA enterprise wide. IRAS RPA Community of Practice has more than 150 members with 50 business representatives certified as RPA developers.
Prior to joining IRAS, she held multiple IT roles in Singtel as Head of IT for Consumer Singapore and International Group, Regional Head of IT Governance, Planning, Communication and Service Excellence of Group IT.
Glenn Neo
More about Glenn Neo
Mr. Glenn Neo is the Director of Innovation Capabilities Enablement (ICE) of Synapxe Pte Ltd, with a concurrent appointment as the Chief Information Officer of Woodlands Health (WH).
As the Director for ICE, Glenn and his team champion innovation strategies and develop capabilities to accelerate HealthTech exploration and experimentation, as well as establish and manage programmes and platforms that spur innovation through collaboration. The alliances formed bridge across the healthcare and technology sectors, and bring together resources to advance smart health innovations aimed at transforming population health.
As the Chief Information Officer of WH, Glenn leads the delivery of more than 60 IT infrastructure, applications, and innovation projects to improve patient care and care productivity. The 1,800-bed campus, with fully integrated acute and community hospitals, specialists’ outpatient clinics, and an intermediary & long-term care facility, will reinvent the way healthcare is delivered through data analytics, artificial intelligence and smart technologies for better health outcomes.
Prior to this, Glenn has held senior roles in consulting, systems integration and angel-investing businesses – across the public sector, defence engineering, supply chain logistics and financial services domains in the Asia Pacific region.
